SyncServices.exe is a program put out by GE Supra for the display key / e-key cradle. It is used in conjuction with SyncInfoApp and stunnel-4.10.exe.

The problem that I found with this app is that if you boot your computer with the cradle not attached, it sits and runs at 15% of CPU forever, that is, until you attach a cradle. If you kill the process, then the cradle won't work. If you attach the cradle and then detach the cradle, it's fine. So it's just polling for the cradle and wasting CPU cycles.
